ABOUT
Originally from Kayseri, Serkan AĞAR completed his primary and secondary education in Ankara and graduated from Ankara University Faculty of Law in 2002. He earned his LL.M. and Ph.D. in Public Law (Tax Law) at the same university, receiving the title of Doctor of Public Law in 2010, and was awarded the title of Associate Professor in Financial Law in 2021.
A member of the Ankara Bar Association since 2003, he practices law in Ankara with a focus on tax disputes, tax crime defence, administrative litigation and related matters. He also advises clients on the management of tax audits, settlement and litigation processes, public receivables enforcement, criminal execution law and personal data protection law, and he is regularly appointed by courts as an expert witness.
Between 2010 and 2014 he chaired the Tax and Administrative Law Committee of the Ankara Bar Association, where he led the organisation of symposia including the "30th Anniversary of Administrative Jurisdiction Symposium", the "Misdemeanours Law Symposium" and the "Urban Transformation Symposium". He has delivered numerous training programmes for the Ankara Bar, the Eskişehir Bar and the Union of Turkish Bar Associations, and has spoken at many conferences and panels.
In his academic career he has taught public finance, tax law, tax criminal law, tax procedure law, sports law, constitutional law, administrative law and introduction to law at undergraduate and graduate level at Ufuk University, OSTİM Technical University and Ankara Science University Faculty of Law, among others. His research focuses on transfer pricing and disguised profit distribution, tax criminal law, tax litigation and sports tax law.
His books published by Seçkin include Disputes Arising from Tax Collection and Their Remedies (2009), The Offence of Bounced Cheques and Its Practice (2010), Disguised Profit Distribution through Transfer Pricing (2011), The Offence of Failing to Present Books and Documents (2016), Schematic Tax Law (2026) and On Tax Law (2026), as well as a chapter in the collective work Tax Law Practice (2026). Legal Remedies for Investors Harmed by the Fund Crisis is forthcoming, and Sports Tax Law, Offences and Penalties under Law No. 6183, The Anatomy of a Tax Case and Tax and Its Law, together with updated editions of his transfer pricing and books-and-documents monographs, are scheduled for early 2027. He has also published many articles on tax, criminal, administrative and sports law.
Beyond legal scholarship he writes essays, short stories and fiction; Sessizliğin Eşiğinde (philosophical essays), Hısım, Sayın Makine and Vergi İmparatorluğu were published by Kitapyurdu Doğrudan Yayıncılık. He also releases music under the name "Hane Halkı".
He has served as Vice-Chair of the Amateur Football Disciplinary Board and as Rapporteur Member of the Ethics Board of the Turkish Football Federation, and serves as Vice-Chair of the High Advisory Council of the Turkish Industrialists' and Businessmen's Foundation (TÜSİAV). He is a congress member of Fenerbahçe Sports Club. He speaks English fluently and is married to Fatma Nihan AĞAR, Attorney at Law; they have two children.
